Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been contained. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of opposing developments captured the grim essence of the recent timeframe. By day, negotiation efforts are conducted: hopeful statements are issued from different nations. Significant resources is allocated on containing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "resolution".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor missile launches from Russian territory, a ability provided through up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been dispatched to counter approaching cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's anti-aircraft weapons activated: defensive missiles fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every deployment jolts you unexpectedly, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: perhaps the incoming missile won't cause damage this time, sparing the city from ruin and further power outages.
Ongoing Risks
Following this, a large-caliber weapon opened up on a drone in the vicinity, part of a defensive team – most likely allied-provided weaponry. Unfortunately, the bullets missed the opposing UAV – it maintained course toward its destination.
With pauses, this continued until dawn. Kyiv awoke to the daybreak reports: several casualties, devastation and heating outages in numerous residences as a result of the evening attack. As typically, everyone still went about their day – living the war. But those entire period demonstrated Ukraine's critical military reliance on international aid – a reliance that regional partners are demonstrably unable to fill in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from US administration generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.
Every new approach from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually achieve victory. This cycle will, certainly, persist.
Strategic Calculations
It is easy to blame specific actors of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a assumption familiar among international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The US administration believes that it is unfeasible to force Russia to relinquish the land that it currently occupies in Ukraine's south or east.
The challenge is that while recognising this factual reality, American administration does minimal to deter Moscow, through diplomacy or military means, from thinking that the status quo will not shift further in its advantage in the near future.
Conflicting Perspectives
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding civilians and areas but averting a complete military breakdown until conditions improve in its benefit.
Present Conditions
Objectively, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: leadership ambitions to broker a ceasefire and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unworkable, so that their priority does not switch to domestic problems. And although their objective will now be much harder after current events, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a only one week to terminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, latest revelations, all served their function.
While new initiatives based on old ideas are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and show certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
